If you are simply replacing an existing cigarette lighter, then it should be easy to do. Remove the panel then unscrew and pop out the old cigarette lighter. Reconnect the positive (red) and negative (black) wire behind your cigarette lighter.
If you plan to install a cigarette lighter in a new spot, you'll need to have a multimeter and the 2 wires that will serve as your negative and positive connections for your new cigarette lighter. Then you'll need to extend a new wire from your cigarette lighter fuse from under your dashboard to the new spot for your cigarette lighter. The other wire can be tied to any metal frame or contact that serves as your ground terminal.
Turn your car to on and measure the voltage across the two wires at the new spot for your lighter. If it reads about 12 volts, then you can now connect and install your new cigarette lighter.
